Who We Are
The Customer Care and Patrol (CAP) Team is a group of downtown ambassadors who assist businesses, tourists, and citizens! Our patrol members are responsible for promoting tourism and safety in the downtown core. Both roles are integral to the CAP Team program’s success and an enhanced Downtown experience.

Safety Patrol
We report unsafe conditions, crime, graffiti, and vagrancy around the downtown core and report/refer aggressive panhandlers and homeless to outreach facilities that may assist them. As well, our team assists the RCMP and Community Services/By Law with crime prevention strategies and initiatives in a non-aggressive capacity.

MEET CAP TEAM MEMBERS

Jake A
CAP TEAM Supervisor
Jake started going to Thompson Rivers University in 2017 for his Bachelor’s Degree in Business Administration. Jake’s favourite parts of being a CAP Team Member are helping people and being able to walk through beautiful Downtown Kamloops every day! In his free time, Jake likes hiking, playing board games and playing video games.

Ricky M
CAP TEAM
Ricky is an active member of the community and a strong advocate for those struggling with mental health and homelessness. Ricky is on the board of directors for out of the cold homeless and is a speaker on youth homelessness. He is passionate about the positive impact the CAP team is able to make in enriching the downtown of Kamloops. In his free time, he loves anything on two wheels and is most happy on his motorcycle and dirt bike.
CAP Team FAQ:
What are the CAP team roles?
There are two main components to the CAP team’s job.

- Safety and Patrol: monitor designated hotspots, dispose of needles and assist businesses and the public.
- Ambassadors: assist tourists and locals while also helping plan and execute downtown BIA events.
What safety duties can the CAP team do?
Drug Paraphernalia
We will clean up drug paraphernalia including needles, naloxone kits, cooking spoons, pipes, and tin foil.
Basic First Aid
First aid refers to the emergency or immediate care provided when a person is injured or ill until full medical treatment is available. For minor conditions, first aid care may be enough. For serious problems, first aid care should be continued until more advanced care becomes available.
Litter
We, like any good citizens, can pick up basic litter. Our many other duties prevent us from cleaning large messes on City and private property.
Safe Walk
A service we offer to the businesses in our BIA is an escort to/from your car or business. This is accessible between 8 am- 4 pm, Monday to Friday with an available team.
What Ambassador duties can the CAP Team do?
Tourism / Visitor Inquiries
We provide general info about Kamloops’s downtown core. You will see us at BIA events and attractions.
Where does the CAP team patrol?
Does the City of Kamloops employ the CAP team?
No. While the CAP team works closely with the City, they are not City employees.
Is the CAP team a volunteer position?
No, the CAP team are employees of the Downtown Kamloops Business Improvement Association.
Who funds the CAP Team?
The Kamloops Central Business Improvement Association (Downtown Kamloops) is a non-profit organization that employs the CAP Team. Many generous partners help support and sponsor the team. Sources of funding include The Government of Canada, Canada Summer Jobs, Tourism Kamloops, The City of Kamloops, and many other community organizations.

Downtown Kamloops has a new resource in helping to mitigate issues between businesses and those experiencing homelessness, compromised mental health and addictions. George Murphy is a trained social worker with The Mustard Seed and is trained in mitigation and de-escalation strategies. He will liaise with business operators to assist in urgent calls, provide clientele with information on programs and services, and educate operators on how to best resolve future incidents.

For activities on City property. Loitering, panhandling, public drinking, parking such as broken meters, hourly rates, etc. Garbage, and human waste on City property. Businesses are responsible for cleanup on their private property.
